In 2018, the City partnered with 110% Inc. to develop a fiscal management philosophy and cost recovery model for all parks, recreation, and cultural programs and services. This process involved:

  • Analyzing organizational values and their alignment with fiscal policies.
  • Examining internal and external factors impacting operational capacity.
  • Identifying key priorities to maximize impact.
  • Developing a comprehensive cost recovery and financial support model.

Stakeholders, including City staff, elected officials, the 2025 Committee, the Parks & Recreation Advisory Board, and City Council, participated in discussions to shape the strategy. Together, they defined the concepts of individual benefit and community benefit and established 11 service categories. These categories focus on staff involvement and community accessibility, rather than participant age or program type.

Adopted by City Council in 2019, the Financial Support and Sustainability Strategy ensures responsible fiscal management. Updates to the strategy were made in 2024 to reflect departmental and programmatic changes over the past five years.
